About the Just Transition Policy Gateway

A global platform connecting policy knowledge, practical experience and social dialogue for just transitions

Welcome to the Just Transition Policy Gateway

A first-of-its-kind global knowledge platform curated by the International Labour Organization (ILO), with the support of the German Federal Ministry for Economic Cooperation and Development (BMZ)

It reflects the ILO’s long-standing mandate to promote social justice and decent work, and its commitment to placing people at the centre of environmentally sustainable transitions through tripartite dialogue among governments, employers and workers.

The Gateway aims to support the effective implementation of the 2015 Just Transition Guidelines by:

  • Making just transition policies and the dialogue processes behind them more visible and accessible across countries and regions
  • Strengthening the linkages between labour markets, environmental sustainability and socio-economic development, demonstrating how integrated policymaking can deliver more inclusive and effective outcomes
  • Fostering peer learning, policy exchange and innovation among policymakers and social partners
  • Supporting more coherent, inclusive and ambitious national just transition pathways.

Why the Gateway matters

As countries accelerate climate and environmental action, the need for policies that address decent work through integrated approaches has become increasingly evident

While just transition has gained global recognition, policy efforts remain fragmented and unevenly documented.

The Just Transition Policy Gateway was created to address this gap. Building on the ILO’s normative framework, technical expertise and tripartite structure, the platform brings together policies, strategies and action plans from around the world into a single curated and searchable repository. It showcases how countries and social partners are translating just transition principles into practice across diverse institutional, economic and environmental contexts.

The Gateway provides policymakers at national and subnational levels, social partners and practitioners with:

  • A structured overview of existing just transition policies and approaches
  • Practical insights into policy design, implementation processes and outcomes
  • Perspectives emerging from practice across regions, sectors, and policy areas
  • A foundation for evidence-based policymaking and informed social dialogue

A unique focus

Going beyond policy documents to understand how just transition policies are developed, implemented and sustained

The Gateway goes beyond sharing policy documents to telling the stories behind them

Because policies do not emerge in a vacuum, the Gateway investigates how these policies were achieved; the role governments and social partners played; the challenges that emerged and how they were overcome; and the impacts that are expected for workers, enterprises, and their communities.

The Gateway augments knowledge sharing with operational support

The upcoming Policy Help Desk will allow countries and constituents to request tailored guidance. Instead of stopping at “Here is an example”, it moves to “How can we help you adapt this to your context?”

The Gateway uses a multi-layer policy verification process

The platform relies on a multi-layered verification and validation process designed to ensure data integrity, policy accuracy, institutional coherence, and editorial consistency prior to publication. Each stage of the process serves a distinct purpose and involves different actors responsible for reviewing, validating, and contextualizing the information.

A distinct contribution

The Gateway does not seek to duplicate existing resources. While several valuable databases already exist, the Gateway fills a critical gap by focusing specifically on the intersection of climate and environmental action and the world of work. It is neither a climate policy search engine nor a repository of employment policies; rather, it is a dedicated space where these two domains converge.

Looking ahead: the Policy Help Desk

A key feature of the Just Transition Policy Gateway will be the Policy Help Desk, planned for launch in 2026

This dedicated service will enable countries to access tailored policy support and connect with a broader community of practice. By strengthening collaboration and accelerating peer learning, the Policy Help Desk will support more coherent and ambitious just transition pathways.

The Gateway is open to partner institutions around the world We can work together to identify and document just transition policies to make them accessible across regions, and mobilize technical and financial support to advance their implementation
