Morocco's climate commitments and action plans for the period 2026 to 2035.

The country is a low greenhouse gas (GHG) emitter globally, but it is highly vulnerable to climate change. The document targets both mitigation and adaptation measures, covering the entire economy, including energy, transport, industry, buildings, agriculture, forestry, and waste. Morocco aligns with the COP28 Global Stocktake recommendations to: triple renewable energy capacity by 2030; double the rate of energy efficiency improvements; progressively phase down coal use.

The NDC 3.0 places strong emphasis on the social dimension and impact of climate action. Specificaly, it prioritises gender equality, youth participation, spatial justice, and the protection of vulnerable groups, with the explicit objective that no one is left behind as sectors transform. Institutionally, the NDC commits to strengthening governance capacities, ensuring transparency and accountability in climate finance, and developing financial mechanisms that can operationalise equity at scale.

Decent employment and human development as fundamental pillars of the NDC 3.0 implementation.

Decent and inclusive jobs: NDC 3.0 places the creation and preservation of green and sustainable jobs at the heart of public policy, targeting strategic sectors such as renewable energy and energy efficiency, sustainable agriculture, waste management, the circular economy, and eco-construction. A national training and retraining scheme would support the workforce, with priority given to young people, women, and workers in vulnerable sectors.

Social protection and formalisation: Morocco intends to deploy its climate policies as levers for strengthening social protection and including workers from the informal economy. The rollout of NDC 3.0 projects places as a priority the improvement of workers' access to social rights and economic security, thereby contributing to better working conditions.

Entrepreneurship and economic resilience: SMEs, cooperatives, and actors in the social and solidarity economy are essential drivers of green job creation and territorial resilience. Morocco places the circular economy at the heart of its sustainable development model, notably by rethinking resource management plans around optimised, short supply chains based on source reduction, reuse, and recycling.

Social dialogue and fundamental rights: Creation of dedidacated tripartite platforms in support of inclusive social dialogue bringing together the State, trade unions, and employer organisations, to fully integrate the dimensions of employment, occupational health and safety, and respect for workers' fundamental rights.
